This project, a collaboration between Lancaster University and the Climate Change Committee (CCC), brought together a citizens’ panel to develop policies to support UK owner-occupiers to decarbonise their homes in line with the UK’s statutory target of net zero emissions by 2050. The panel sessions were facilitated by Shared Future and took place between April and June 2022. 24 citizens from across the Birmingham area – demographically representative of the key characteristics of UK homeowners, including age, ethnicity, income and attitudes to climate change – spent 25 hours over seven sessions, both online and in person, learning about the policy area and working with CCC analysts to design solutions they thought would work for owner-occupiers. The outcome (formal report) of the citizens’ panel provides a clear evidence base for policy on home energy decarbonisation for homeowners.
